The role of the Council in aligning with solutions proposed by the Court of Justice concerning extradition requests

The obligations of a requested state under the extradition treaties between Member States and non‑EU states and between the Union and non‑EU states tolerate differences in the treatment of EU citizens and nationals of another Member State and the treatment of nationals of the requested state in Member States that exclude the extradition of their nationals.

The solution advocated by the Court of Justice in order to reconcile the requirements of sanctions intended to avoid impunity for offences with the principles of free movement and non‑discrimination attached to EU citizenship is called into question by the absence of an obligation to ensure the protection of the rights of EU citizens on the part of the state of nationality.

My question to the Council is as follows:

In a case where the state of residence of an EU citizen, a national of another Member State, is subject to an extradition request from a non‑EU State, is there a role that the Council can play in aligning with potential solutions put forward by the Court of Justice?
