Effectiveness of the new mandatory Intelligent Speed Assistance (ISA) system in the new general vehicle safety rules

to the Commission
Rule 138
Eugen Jurzyca (ECR)
From 6 July 2022, new rules to improve road safety will apply in the EU. Among other things, mandatory vehicle safety features such as ISA, sensors, reversing cameras and an emergency stop signal are being introduced.
The Commission expects these to save more than 25 000 lives by 2038[1].
According to a Commission study[2], the main causes of human-caused accidents are excessive speed, inattention and drink-driving.
That is why the Commission has made ISA a mandatory feature. Under the terms of the system, the Commission has specified[3] that the error rate must be minimised when the system is set up.
I agree that road traffic rules must be followed, monitored and enforced. However, measures must be chosen that can save as many lives as possible at comparable costs.
- 1.What is the expected impact of the introduction of ISA on the protection of life and health?
- 2.What other alternatives for ensuring compliance with prescribed speed limits were considered by the Commission? Have cost-benefit analyses been drafted and compared for these alternatives?
- 3.On the basis of which study did the Commission conclude that this technology is ready for use under realistic conditions with a minimum error rate?
